Most tax collector is dishonest to true or false

In Ancient Rome, tax collectors were known to be very greedy, slick, and sly.
I think though in modern times, that tax collectors can still be that way, but that’s because of man’s fallen nature. There are more safeguards against tax fraud by the tax collectors in modern day that in ancient times.
