Stephen Douglas legally proposed that the state Missouri can be divided into two distinct territories. He had proposed the separation of Missouri in order to start a transcontinental railroad project that would benefit the people of his constituency, Illinois. He desired to rescind the Missouri compromise and proposed the partition of the state.
