Development is called the set of factors that involve well-being and comfort in the daily life of the individuals that make up a society. Thus, the guarantee of basic rights to health, education and security are basic pillars that make up the concept of development: every developed society must, at least, guarantee the provision of services that fulfill these rights for its citizens.

The more developed a country is, its citizens will have greater enjoyment of these rights and will see satisfied not only their basic needs, but their higher personal aspirations. Thus, if the government invests its budget in human development, citizens will have better health, greater economic well-being, a sustainable and healthy environmental environment, and all living conditions in an acceptable rating.
