Enclaves are created as a safe place or home in an otherwise indifferent or hostile environment, an exclave can be a hostile enclave in an otherwise hostile or indifferent environment. 

An exclave is a region in which it is separated from the mainland. Some examples of an exclave region is Alaska, US, Gibraltar, UK, as well as Kaliningrad, Russia. While an enclave is a territory who's boundaries are within the boundaries within another country. They are often independent countries. Some examples of an enclave region are Lesotho and the Vitican city (The holy see)
