Television was first demonstrated to the public at the New York World’s Fair of 1939. Like radio before it, the new medium of television was broadcast over the public airwaves and offered exciting new opportunities for transmitting information to a wide audience. However, such opportunities were limited by the quantity of usable broadcasting frequencies. Too many broadcasters using the limited range of frequencies would create interference and make transmissions unreliable. This situation, known as spectrum scarcity, prompted Congress to pass the Communications Act of 1934, which created the Federal Communications Commission (FCC).Which word or phrase from the passage means about the same as spectrum scarcity?
