The Monarch commands the armed forces and controls the major Government agencies. Although the Prime Minister and Cabinet are appointed by the  Monarch, whatever involves the Government must be by a majority vote of the Chamber of Deputies approved after a debate in both parliamentary chambers.The implementation of public and foreign policy is the business of the Prime Minister and the cabinet.The Prime Minister controls the day to day affairs of the country. The Prime Minister appoints Administrative heads of Government departments, the heads of other institutions of higher education, and the Presidents of Universities. The Economic affairs of the country are controlled by the Monarch.
