The cell theory is considered a theory because the cell theory states that new cells are made from existing cells. If new cells are made from existing cells it is unclear how the first cell was created. Also, there could be another undiscovered special of organism that are made of cells somewhere else in the universe. I agree that it is a theory because the cell theory cannot be proven. However, no one has enough evidence to prove the theory wrong as well.
