Caesar explains that the world is full of men who are flesh and blood. They are capable of letting reason change their minds, but he knows only one man who will not change his mind. That is Caesar himself. He says that nothing will shake him, and he will keep Cimber in exile just to show the people how constant and unshakable he is.
