The meaning of this was that looking and acting as having money or rich but in reality, you are not. According to Luigi, acting in this way would make one do things that poor people were not permitted to do and also make one have friends of high class.

Luigi meant that power makes one have a significant amount of wealth, and he referred it as the illusion of power. Comparing economic status of Italy now and during those times of Luigi, one would notice a lot of differences because it was desperately poor during that time.
