It can happen that the charged object induces a separation of the charges inside the neutral object causing attraction between the charged object and the neutral object.

Excess of electrons (more electrons than protons) cause the atom to become negatively charged. Excess of protons (more protons than electrons) cause the atom to become positevely charged.

When these bodies are rubbed they electrize, i.e. acquire charge. This electrization is due to the pass of electrons between the bodies that were rubbed. Then, when you hold the electrized body to your head the first will induce the separation of charges in the hair causing the attraction.

I believe this happens because when you rub the balloon on the carpet or fabric, the connection or contact of that jumbles up the atoms and they receive the energy which makes your hair as the question said 'stand on end' 

If you rub a balloon on a piece of fabric or carpet it will cause friction. If you rub a balloon on your head then because of friction your hair will fly around trying to attract to the balloon.

Positive or negative charged will induce a dipole on the neutral charge, causing it to attract to either charge. Adding protons to an atom causes positive charge and adding electrons to an atom adds negative charge. Your hair and the gallon are naturally charged, so they induce a dipole in each other and cause themselves to mutually attract. Inducing a dipole is when a neutral charge has some of its positive or negative charges dragged to one side creating net positive charge on one side and net negative charge on the other.

So when you rub a balloon on a piece of fabric or carpeting and then hold it against your head it has static electrocute that causes your hair to stand on end

The reason for that is they both have the same charge, there for your hair will stand on end. Your hair is simply trying to get as far away from the other charge as it can.

This happens because when you rub the balloon on the carpet, the contact jumbles up the atoms and they recieve the energy which makes your hair 'stand on end', this is the simplified version.
