Why would a systems analyst have to act as a translator? what groups might be involved?

System analyst sometimes needs to act as a translator because they need to make both programmer and business persons communicate what they're required from one another.
Because of this System analyst had the general knowledge on both  business and computer system
All people that are included in the operation(from top to bottom)  might be involved in the process
