The opportunity to hold office and make decisions was only given to the patricians. However, with a time that began to change, the political offices for plebeians were created, enabling them to gain access to higher positions. Eventually, after much back-and-forth, the Plebeian Council and People's Tribune offices were created, giving ordinary people some say in government decision-making processes such as vetoing the law if it is not within their agreement and proposing the law. The Republic was ruined by several attempts by strong men to take over the Republic essentially. The more famous attempts prior to Caesar were the attempts of Sulla. Thus the loyalty of their troops led to direct conflict between the Senate and these generals. The rich wanted to keep their money, and the poor wanted equal distribution, which opportunists like Caesar were more than eager to seize upon for their gain.
