Who wrote Henry Adams statement who wrote the document

Henry Adams wrote this document in 1880 to address the positive and negative effects of Blacks being free during reconstruction.

 They had to carry passes with them wherever they went. Many of them were beaten, even children. Even though they were free, they still had to say things like 'missus' and 'master'.
