How is it possible that the federal government can direct that states create and manage an efficient civil service system that protects the rights of mployees?
-Any state failing to comply with this directive can lose its representation in the U. S. Senate, and the citizens of that state will not be represented.
-The federal government will simply stop doing business with any state that does not implement merit-based hiring
systems in state employment.
-Any state receiving federal funds through grants or direct aid must agree that its employment practices will center on a merit-based hiring and promotion
system.
-The federal government does not have any interest in how state employees are hired, promoted, or what retirement benefits they receive.
