Article iv, section 2, of the constitution define the relationship between the state and federal governments by stating that:

a. in an area of conflict, federal law overrules state law.
b. citizens of different states are equal under the law.
c. the federal government is responsible for protecting states militarily.
d. all powers not explicitly mentioned in the constitution are given to the states.
