The second attempt of the Bay of Massachusetts Colony began in 1628 and was a success, with about 20,000 people who migrated to New England in the 1630s. The population was Puritan and its government was dominated for a small group of leaders who were strongly influenced by the Puritan religious leaders. Although their governors were elected, the electorate was restricted to free men who had been examined for their religious and formally admitted views in their church and at home with self-control. As a result of this, the colonial government was intolerant to other religious views, including Anglicans and Baptist theologies.

By 1641, the colony passed its first code of laws, the Massachusetts Body of Liberties, written by Nathaniel Ward; it required behavior and punishments to be applied by referring to the Christian precepts of the Bible.
