The actions of Italy, Germany, and Japan violated the Treaty of Versailles as the treaty clearly stated that Germany was never supposed to form another army until long after the war. When Germany began to build an army, and Italy and Japan began to help them by providing arms, and other resources, they all obviously and blatantly defied the treaty.
