When it came to the well-being of America, most citizens agreed that the nation would have to expand to the West. However, the North (free states) and South (slave states) were locked in a battle for balance in Congress. Neither side wanted the other to have more votes in Congress. A new free state gave Congress more votes against slavery; A new slave state gave Congress more votes in favor of slavery. Since the beginning of the United States, the process had been carefully arranged to keep the balance of power in Congress between these two sides.
Then, in 1819, Missouri asked to join the U. S. as a slave state. At that time, there were already 11 free states and 11 slave states. If Missouri was accepted into the Union, it would throw the balance off in favor of slave states. Some senators suggested that Missouri be allowed into the Union, but as a free state. This caused even sharper disagreement. The question was about how Congress could decide for a state if it was to be a free state or a slave state. States' Rights supporters said that states had to be able to choose for themselves.
Senator Henry Clay made the suggestion that was to become The Missouri Compromise:
Missouri was allowed into the Union as a slave state.
Maine was allowed into the Union as a free state.
Slavery was outlawed in new territories north of the southern border of Missouri.
