Freedman's Bureau had a surplus of resources based upon the reconciliation and reunifying of the South with the North.  Therefore it was extremely successful transitioning the freedman back into normal society.  Their challenges were that they did not have any traditional skills and were not hirable because of their lack of experience in business ventures.
