The two broad areas of communication are verbal and written communication.  

Verbal communication is oral communication, which make use of spoken words for effectively completing the communication process.  Hence, it is a generally face-to-face communication process such as in meetings and discussions.

Written communication involves letters in written form for transmitting the information. Hence, it is seen in the form of texting, and messages with usually no in-person contact.

answer: a federal government has final authority on interstate/inter provincial  and international affairs, a confederation is one where the central/national government or authority is governing body what does not have final say over the same matters. hopefully this and i will try again if you don't like this answer : )
