The articles of confederation where very loose documents and allowed for much more state autonomy. This would be a mistake however as states would not cooperate with the federal government. Some states refused to pay taxes. Another example of the failures of the document would be the horrible job states did to attempt and make changes. Since 9/13 states had to agree and every state had it's own interests there was rarely any cooperation. Nothing really got done until the Constitution would be introduced.
