You are drafted into both Armies so you would be committing a crime by refusing to serve one country and serving for another(This has happened often in our history, many American citizens were called back to serve their native countries after already being asked to serve in the US Army.) Remaining neutral is an option if you refuse service to both countries and are only willing to serve a minimum of 10 years in prison for your crime.

world war i had a devastating effect on german-americans and their cultural heritage. up until that point   german-americans, as a group, had been spared much of the discrimination, abuse, rejection, collective mistrust experienced by so many different racial and ethnic groups in the history of the united states. indeed, over the years, they had been viewed as a well integrated and esteemed part of american society. all of this change with the outbreak of war.  

the anti federalists was a movement that was opposed to the creation of a us federal government. although they were not as organized as the federalists, they also had a large group of leaders, especially in state politics.

the statement "now, in a large extended country, it is impossible to have a representation, possessing the sentiments, and of integrity, to declare the minds of the people” represents the concerns of the anti federalists.

they strongly believed that the federalists were representing the interests of aristocratic elements of society at the expense of the majority of ordinary people, who lived in a rural society.

their fear for the creation of a strong federal government and the president’s power of veto in their opinion would create a tyrannical rule that would dominate the people. they defended the importance of restraining the government’s power towards people at any cost.
