Explanation:

Once every 10 years, the Government will conducted a census to find out the number of population that live in a certain state. The larger the number of population that a state has, the more seats that state has in the house of representatives.

Having more seats tend to be better for the state since it make it easier for representatives from the state to pass legislations that's beneficial for the people.
