A vague confederation of independent nations and a weak central government were formed by the Articles, leaving much of the power with the state governments. The desire for a stronger federal government quickly became evident and finally led to the 1787 Constitutional Convention. In May 1787, as delegates to the Constitutional Convention began to meet in Philadelphia, they soon voted to replace the Articles of Confederation rather than simply update them. A dual system of congressional representation was established by the Great Compromise (or Connecticut Compromise in honor of its architects, Connecticut delegates Roger Sherman and Oliver Ellsworth). A number of seats will be allotted to each state in the House of Representatives, in proportion to its population. I guess they were halfway cheerful because they all got something that contributes to them!
