My philosophy has always been that true or fact is just one's opinion or belief, flat earthers believe that the truth is that the earth is flat, they do not see beyond this, so to answer your question slightly less indirectly, no, people do not always make true statements, but true can vary depending on said persons personal belief, if someone says the earth is flat, their truth is the earth is flat, so that would be inherently a true statement, but under circumstances where it could benefit them, or where they have a motive, they could say something beyond their actual belief.
