We can say bureaucracies are inefficient or dehumanizing when they are fossilized. In other words, excessive bureaucracy may, unfortunately, have those characteristics. Since agents are supposed to only deal with a specific task, it might take longer to notice mistakes, or to reach out to other spheres. However, this is supposed to be the exception, not the rule.
