You are part of an inter-agency team supporting trafficking interdictions in the Caribbean. For technical reasons you are required to board an intercepted vessel once U. S. law enforcement counterparts have detained suspects. Although you are not a direct part of the law enforcement mission, while aboard, you are very surprised to see a U. S. civilian official assaulting a handcuffed suspect under interrogation. The official shouts a warning to the suspect and postures to strike him again. Other personnel on the scene also appear surprised but hesitate to act. What should you do?
