When rain water falls on the surface of the earth or snow melts, the water does not sit on the earth, it starts to move which is driven by the laws of gravity. Some portion of the running water do get into the ground to replenish the groundwater of the earth, while the remaining portion do flow down the hill as runoff.  

Runoff is usually being experienced when the soil is saturated to its full capacity with water and the water arrives onto the earth more quickly than the soil can easily absorb.
