In the 2018 election, House of Representatives incumbency rates were at 91% while Senate incumbency rates were at 84%. Why is
this is typical in Congressional elections?
House members have less voters to appeal to so they are harder to defeat
than Senators.
House members take less money from PACs to get reelected because their
terms are only two years.
Senators have the ability to filibuster, which can often cause voters to be
frustrated and remove them from office.
Senators are often viewed by voters as more closely tied to the president
because they have national responsibilities like confirming presidential
nominees.
