3. The federal government has control over the entire US and state government has control over each individual state.
4. The federal laws that are made by the federal government, are applied, while the state government is where state-wide laws made.

3. Some of the importance of skilled manpower are as follows:
It carries out the development work properly by utilizing the available means and resources in an effective way to fulfill the needs of the country. It helps for sustainable use of means and resources while carrying out the development and constructive works.

The fourth answer I’m not sure and don’t have. I hope I could at least help with the first 3.
