He focused on the discontinuity that arises between cultural goals and the available legitimate means in meeting them. One of such is conformity, where individuals pursue the cultural goal of wealth only through legitimate institutional means.

The goal of Merton was the contribute his knowledge to the betterment of humans and the society at large.

In addition to conformity he also added that innovation, ritualism, rebellion or retreatism  can impact an individual's attitude toward cultural goals.
