According to Oxford dictionary loyalty refers to the quality of being faithful in supporting someone or something.

Sometimes we require certain resources and certain powers in order to influence certain changes and without those resources it is very unlikely to succeed in influencing changes.

Most citizens do not have those powers or resources so even if they can see a need for change but the only option they have is to remain loyal to the organizations they are under since they don't have any power to change things.
