we must see that every portion of our country carefully guards and preserves this union. the north, with its shipping, business and manufacturing companies the south, with its valuable materials, agriculture and their own seaports. the east and the west have improved transportation on land and water. this brings valuable materials and products that both. our one union is protected by equal laws for the north, south, east and west. each part protects the other.

the new constitution sets up a government that shares power. it also has ways to amend and change what needs to be improved. respect its power. obey its laws. it offers true liberty.

a free country also needs to watch that the government acts fairly. one department should not force its power on another department. combining departments into one can lead to abuse and problems. checks and balances are needed to protect the powers of different departments. if this does not work, it can be corrected by an amendment or change as described in the constitution…

"they care nothing for our union"

however, often there can be small groups of tricky and greedy men working only for themselves. they care nothing for our union. this spirit, unfortunately, is in our nature. its root comes from the human mind. it is truly our worst enemy. this can lead to feelings for revenge. the result is someone wanting the power of a king. this ruins public liberty. therefore, schools and colleges are needed to spread knowledge. it is so very important that the public should be educated. i also warn our country to avoid too much debt. do not make our children pay the bills for what we have spent.

observe justice toward all nations"

observe good faith in business and justice toward all nations. our business policy should be fair and equal. we should not grant favors to one nation above another. europe's interests are very different from our own. it would be unwise for us to involve ourselves in their politics.

it should be our best plan to avoid permanent agreements with other countries. however, we may want temporary agreements for some emergencies.

in offering to you, my countrymen, this advice from an old and loving friend, it is my hope it may be .

through these last eight years, i worry that i may have committed many errors. whatever they may be, i hope they can be forgiven. i shall also carry with me the hope that my country will, after 45 years of my life dedicated to its service, forgive these faults. therefore, now i leave and come yet closer to mansions of rest.
