The answer is bioethics. This umbrella science deals with the study and resolution of  moral dilemmas stemming from the present and future applications of health-related sciences on humans.

Some of the fields under the reflection of bioethicists include: clinical ethics i.e. conflicts of interest in practice of healthcare;  health policy i.e. healthcare as a public good; genetics i.e. the study of dna implications for reproduction; and  neuroethics i.e. the boundaries of brain manipulation.

the reason the welfare system causes so much of a burden on its recipients is because the welfare system does not give its recipients any real tools to actually get out of poverty. the welfare system has embedded poverty deeper into society and has made it harder and harder for people to escape poverty.

in other words, it stoped the poor, and now its making it worse.
