Many political theorists give concepts of a "natural state," a social condition deriving simply from human instinct and character, but Machiavelli differs. Despite the fact that Machiavelli never gives a model of society without civil authority, he does present a logical, though not very comprehensive, understanding of human nature.

Machiavelli discusses a number of innate human characteristics. People are primarily self-interested, however their feelings for others can be earned or lost. So long as they are neither afflicted nor oppressed, they stay comfortable and joyful. They may be trustworthy in good times, but in bad times, they can become egotistical, deceptive, and profit-driven. They respect others' honor, charity, courage, and piety, but they lack these qualities themselves. Those who have acquired some power are motivated by ambition, but the majority of people are content with the status quo and do not seek to improve it. People are naturally indebted after receiving a favor or service, and this tie is rarely severed on the spur of the moment. Nonetheless, allegiances are earned and lost, and goodwill is never unconditional.
