One consequence of the regional character of the u. s. court of appeals system is that a. it is virtually impossible for attorneys in one part of the country to have access to appellate rulings in another part of the country. b. decisions rendered in the thirteen appellate courts will be consistent with one another.  c. it is more difficult to have an appeal heard. d. uniformity of decisions rendered across the federal court system is undermined e. judges are more able to exercise partisan power.
