It is very possible that they called it the "Unfinished Business" of the 1787 conventions because it was actually never addressed. Bringing this topic to the table at such convention with parties having split ideas on the matter, it would have created a rough atmosphere to create a solid document that would dictate the law for a very young nation. Slavery was many times ignored during these meeting due to the belief of the Founding Fathers that it was dying out anyway and had serious hope that it would expire on its own very soon. Unfortunately, as we know, this topic went on for quite some time after and was still a vibrant and dangerous issue in America. It would take a Civil War and a Constitutional Amendment to finally finish the business.
