Organized crime increases as not giving care to people by the side of Justice system.  

The reason why organized crime has led to the increase is all because of the fact that the Justice system is not giving the proper set of care about the people side.

answer; i believe that the correct answer is culture based resources;

the supreme court plays a big role in government. the constitution gives them ability to check the president and the congresses actions and dictate if their actions are allowed by the constitution or not.
