When a bill passes both the House and the Senate, the bill goes to the President who must sign it to make it the law. If the President agrees with the bill, the President signs it — but if the President does not agree with the bill, within 10 days, the President writes down why and sends that letter and the bill back to the House of Representatives or the Senate, wherever the bill got started.
