I believe the answer is:  D) deciding what will be funded and what will be cut

When  officials create a federal budget, they need to carefully think what the country currently need the most, which make the choice for allocation become difficult.

When they decided to allocate a certain amount of fund to one sectors, other sectors might not be able to obtain enough to continue at it's current pace. (For example, when government decided to increase the military spending, the fund for other programs such as healthcare would most likely be deducted, and vice versa)
