If P is reduced by 10% and the current is kept the same, then 
P₂ = 0.9P₁
I₂ = I₁

The new voltage, V₂, is given by
P₂ = I₂V₂
0.9P₁ = I₁V₂
0.9I₁V₁ = I₁V₂
V₂ = 0.9V₁

 The voltage should be reduced by 10%
