here q has a value and it is distributed over the length of the ring so,

then the electric field equal

Explanation:

as Gaus law states, if x < a there will be no charge therefore there will be no electric field.

but if x = a or x > a the there will be a charge q and as it's distributed over the length it will equal lambda as shown above, then the electric field will equal lambda over 2 pi epsilon node multiplied by the radius a.
