arch dam: is there a way to fill the crack without having to replace the dam? can we build another dam in front of the current one, and once it is finished, remove the current dam? if this is possible, i would do one of these. doesn't go against mayors or engineers wishes. if not, go against the mayors wishes and have the people evacuate until further notice. this will ensure the safety of the people. and the engineer can be responsible for making sure nothing was destroyed and fixing the hydroelectric power.

embankment dam: go against the mining presidents wishes. if the mayor is up for it, then do it. of course, you can also replace the dam, so they can both be happy.

gravity dam: replace the dam when its not vacation season. it is ok to close the resort for a month or so.

buttress dam: running water can still provide electricity to the city. remove the dam, and figure out a way to restore the 10% of electricity taken.
