Assume that you have a meter stick balanced on a pivot, and pile of additional masses that you can hang on the meter stick. What is the minimum number of additional masses that you need to hang from the meter stick in order to determine the mass of the meter stick itself?

You will not need any mass to determine the mass of the stick.

The mass of an object, like the stick, can only be determined according to Newton's second law, which states that the mass of an object is equal to the force of that object, divided by the mass of the object. It is obvious that we do not know what is the force and acceleration value of the stick shown in the question above, however, it is impossible to know what is the mass of it, adding external masses to the stick.

as per newton's second law of motion the rate of change of momentum is directly proportional to the applied force and takes place along the direction of force.

mathematically it can be written as -

⇒ $f= k \frac{dp}{dt}$

here k is the proportionality constant whose value is 1.

$f=\frac{dp}{dt}$

$f= \frac{d[mv]}{dt}$

$f= m\frac{dv}{dt} +v\frac{dm}{dt}$

$f=ma+v\frac{dm}{dt}$ [a is the acceleration=dv/dt]

hence we see that force not only depends on mass and acceleration but also on velocity and rate of change of mass. force f will depend on mass and acceleration only when mass is constant.

hence the statement that force is based upon mass and acceleration is false.
