Tribal governments were much smaller and were usually more local. Anyone could have a voice in making political decisions. In most cases, important decisions were made by majority rule. This means that the group would take a vote. The decision that got the most votes would win.

Tribal leadership was local too. It depended mostly on a person’s wisdom and skills. As a result, leaders changed frequently. Some tribes chose one chief to lead in peacetime and another to lead during war. Custom and tradition governed the people’s actions, not written laws.
