I don't understand why will only the 12 ohms lamps turn on when the switch is in position 2. shouldn't the current flow like this (like I highlighted in the picture)?

i am pretty sure it is c because when people are closer together, they cannot move as freely. picture being in a mostly full elevator, for instance. the people are right next to you, and you can barely move.
