You will need some money. You can pay people who will follow only you. Getting some trusted friends are a good way too. Just watch everyone's moves so they will not betray you. Also, children is a good way to start. You spoil them when they are good.. leave them somewhere sound proof when they are bad to discipline them. Don't give them a phone till you think they are ready for a job. Make them love pain of others... Hopes this helps.  Oh, make sure it young kids, orphans are the best start, maybe your own kids.
