Both statements are false.

-- Atoms and molecules are always in motion, unless their temperature is absolute zero.  But nothing is ever as cold as absolute zero, so atoms and molecules are always in some amount of motion.

-- Kinetic energy is the energy of motion, not position. Potential energy is the result of position.
