Part A.
The "Standard Form" for writing down a polynomial is to put the terms with the highest degree first. 
For example, the polynomial f(x)=x^5+2x^3−x^2+2x+1 is in standard form because the highest degree terms are kept first.

Part B.
When adding/subtracting polynomials, the variables and their exponents do not change. Only their coefficients will possibly change. This guarantees that the sum/difference has variables and exponents which are already classified as belonging to polynomials. So polynomials are closed under addition/subtraction.
