A proportional relationship has the general equation of 
y=mx, where m is a positive number representing the slope.

Examples, 
if m=4, then y=5x is a proportional relationship, with a slope of 5, meaning if we increase x by 1, y will increase by 5.

If m=(1/5)x, it is another proportional relationship, with a slope of 1/5.

Note that a proportional relationship must pass through the origin, so in the general linear equation
y=mx+b
where b does not equal zero, then it is not a proportional relationship, because it does not pass through the origin.
Example:
y=5x+1 is NOT a proportional relationship, because when x=0, y=1, so it does not pass through the origin.
